ACSD again eyes school repair plans

Engineering a five-year capital improvement plan for nine school buildings that have collectively accrued millions in repair and upgrade needs would be difficult enough. Try doing it at a time when taxpayers’ patience is stretched thin, construction costs are high, and state lawmakers appear on the cusp of making major changes in the way public schools are operated and funded.
