Vermont State Police Log: Drivers nabbed for drinking and driving

ADDISON COUNTY — Vermont State Police made a big push to discourage drunken driving during the waning days of 2024 and the first week of 2025, when troopers cited half a dozen people for driving under the influence, or DUI.

The first DUI citation in the latest string came on Dec. 30, when at 6:15 p.m. state police responded to Route 17 near Legend Lane in New Haven to investigate a reported motor vehicle crash. Police cited Roger P. Regnaud, 65, of Vergennes for DUI.

The next night, at around 9:30 p.m., a trooper stopped a motor vehicle for a traffic violation on Route 7 near Stage Road in Ferrisburgh. After seeing indicators of impairment in the driver, the officer screened Devin Bushey, 37, of Ferrisburgh for drunken driving and ultimately cited Bushey for DUI.

Then, a few hours later, just 20 minutes after the start of the new year, troopers were on patrol conducting speed enforcement in Ferrisburgh, when an officer stopped a car for traveling 86 mph in a 50-mph zone on Route 7 near Greenbush Road in Ferrisburgh. The trooper cited Steven Barrera, 26, of Vergennes for DUI and speeding.

At 12:40 a.m. on Jan. 3, a trooper stopped a car for a traffic violation on Route 7 near Dakin Road in Ferrisburgh. The officer cited Ryan Baringer, 21, of Panton for DUI.

Another 21-year-old driver from Panton was also cited locally. State police said they observed a motor vehicle violation on Route 7 near Lime Kiln Road in New Haven at around a quarter to midnight on Jan. 4 and stopped the car. Police cited the driver, Camilenne Masse, for DUI.

Enforcement moved south to Route 7 near Plains Road in Salisbury where on Jan. 4 at around 9:30 p.m. state police saw a motor vehicle violation and stopped the car. Police cited Kimberly S. Camp, 53, of Salisbury for DUI, third offense. Camp was also ticked for driving a vehicle that was in poor condition.

At that same stop, troopers determined that a passenger in the vehicle, Nicholas D. Pecor, 22, of Salisbury, had violated his court ordered conditions of release. They cited Pecor for 14 counts of violating conditions of release.

In other recent activity, state police tied up a loose end on a case that started in early December. When Vermont State Police received a report of a missing firearm on Dec. 6, a trooper talked with 35-year-old Padraic M. Mulcahy of Leicester to gather more details. Police said their investigation showed that Mulcahy knowingly provided false information to law enforcement officers with the purpose to implicate another, and to deflect the investigation. So, on Dec. 29, troopers again went to Mulcahy’s residence where the arrested him, took him to the New Haven barracks to be fingerprinted and photographed, and cited him for lying to police. Several other charges are pending, according to troopers.
