OTTER CREEK OVERFLOWED its banks in the Vergennes Falls Basin Tuesday, covering part of the parking lot at Falls Park in water. This came after three to nine inches of rain fell in parts of Vermont upstream of Vergennes over 36 hours beginning Sunday night. Addison County was spared the worst
