Vergennes Police Log: Police investigate fraudulent bank withdrawals
VERGENNES — Vergennes police on Jan. 7 issued multiple citations to a St. Albans man after conducting an investigation that followed receiving a report from a South Water Street resident of fraudulent bank withdrawals totaling $9,316.
Police said they cited Travis St. Francis, 43, of St. Albans for unlawful trespass of a motor vehicle (essentially theft from a vehicle), identity theft, false pretenses and tokens (withdrawing funds fraudulently), and grand larceny.
In other action between Jan. 6 and 12, Vergennes police processed one pre-employment fingerprint request; conducted eight cruiser patrols, seven traffic stops and one VIN inspection; and also:
On Jan. 6:
- Took a call from a Walker Avenue woman who reported that her neighbor had been “screaming and pounding on the wall for hours and that she was afraid to leave her apartment.” Police spoke to the neighbor, who said he was filming a movie in his apartment and meant no harm. Police said he apologized and promised to be quiet.
- Determined to be unsubstantiated a complaint from a Green Street man that someone had been following him and had vandalized his truck.
On Jan. 7:
- Worked with Vergennes Union Elementary School and Restorative Justice officials to come up with plan to resolve a 4th-grader’s persistent truancy case “prior to any criminal enforcement.”
- Worked with Homeland Security Investigations and the FBI on the investigation of the ransomware attack on the Addison Northwest School District.
- Received a report from Vergennes Union High School regarding a truant student.
- Following a complaint about a dog running loose on Green Street and defecating on a neighbor’s lawn, spoke with the dog’s owner, who said he would keep his dog home.
On Jan. 8:
- Determined that an untimely death at 14 South Maple St. was due to natural causes.
- Took a report for insurance purposes of a minor car accident.
- Assisted VUHS with a truant student.
On Jan. 9 referred to the Restorative Justice program a man who allegedly committed simple assault by yelling at and shoving two students in the VUHS gym because they allegedly made “comments … about his daughter.” Police said if the man successfully completes the program, charges will be dropped.
On Jan. 10:
- Heard from a city resident who reported an ex-girlfriend was repeatedly calling the complainant’s phone. Police explained how to obtain a no-stalking order and also called the woman and told her to stop calling.
- Conducted a background check on a potential applicant to join the department.
- Helped school officials with a Meigs Road truancy case.
On Jan. 11:
- Investigated a case of apparent credit card fraud and learned two people’s credit cards had been “mixed up” at a Main Street business. Police said the parties involved are working together to straighten things out.
- Referred to a local tow company an online request from a motorist requesting help getting into her locked car.
