Vergennes Police Log: Man cited for threatening and vulgar texts

VERGENNES — On Dec. 23, Vergennes police summoned a Salisbury man to participate in the Addison County Restorative Justice Program in order to answer to the charge of disturbing the peace by electronic means.

Police alleged Franklin Perkins, 41, of Salisbury, repeatedly sent “threatening and vulgar text messages to a former coworker,” a Vergennes resident, actions that under Vermont law constitute “disorderly conduct by phone or electronic communication.”

Between Dec. 23 and 29, Vergennes police also conducted seven patrols by cruiser and 20 traffic stops, processed one pre-employment fingerprint request, and:

On Dec. 23 and 24, enforced the city’s wintertime overnight parking ban.

On Dec. 24, calmed a verbal domestic dispute at a First Street residence in which police said a couple were arguing with each other and also recording each other with their cell phones.

On Dec. 27 checked on a Walker Avenue resident on behalf of a family member. Police said the individual was found to be safe, but they provided necessary resources.

On Dec. 28:

  • Accepted a debit card found in Ferrisburgh and were able to return it to its owner.
  • Responded to a report of a man sitting in a wheelchair close to the river at Settlers Park. Police spoke to him, and were told he was just taking some time to himself after a recent death in the family, and was OK. Police concluded he wasn’t going to harm himself, nor did he need help returning home.
