Middlebury Police Log: Rutland duo cited in theft case
MIDDLEBURY — Middlebury police cited Zachary Lapoint, 34, of Rutland for retail theft following an alleged incident at a Court Street store on Sept. 12. During the same investigation, police arrested Anna Garrow, 33, of Rutland, on outstanding arrest warrants from New Hampshire.
Police said Garrow was lodged as a fugitive from justice and was also cited for possession of stolen property and operating a vehicle without the owner’s consent, the latter charge stemming from a stolen car case out of Rutland.
In addition to conducting daily foot patrols in the downtown area to monitor members of the local houseless community, Middlebury police last week:
• Took a complaint about an unleashed dog near Mary Hogan Elementary on Sept. 9.
• Investigated a possible theft from the Hare of the Dog liquor and beverage store on Court Street on Sept. 9.
• Helped a woman experiencing a mental health episode in the Main Street area on Sept. 9.
• Helped local mental health workers with a suicidal man on Court Street on Sept. 9.
• Arrested Robert Ritchey, 32, of Shoreham, for violation of his conditions of release in the Exchange Street area on Sept. 9.
• Checked on a man who had allegedly been yelling in the Court Street Extension and Middle Road North areas on Sept. 9.
• Helped a person on Bakery Lane who was experiencing mental health issues on Sept. 10.
• Located a woman on Bakery Lane who had been making threats of self-harm on Sept. 10.
• Were called to a report of a possible fight behind the Ilsley Library on Sept. 10.
• Interviewed the local victim of a sextortion scam on Sept. 10 and advised the person on how to protect themselves.
• Responded to a noise complaint in the Bakery Lane area on Sept. 10.
• Helped a local resident on Sept. 10 whose debit card had been fraudulently used.
• Investigated a two-car accident that had followed an alleged road-rage incident on Route 7 south on Sept. 10. Police said no one was injured.
• Investigated an open-container complaint near Mary Hogan Elementary School on Sept. 10.
• Assisted Mary Hogan Elementary School staff with a juvenile problem on Sept. 10.
• Checked on a man who had allegedly been yelling, screaming and kicking a building off Court Street on Sept. 10. Police said they also served the man a no-trespass notice for a prior incident.
• Took into protective custody an intoxicated man who had been involved in a verbal dispute with another person on Main Street on Sept. 10. Police said the man was taken to Rutland for detox services.
• Responded to a report of an aggressive man yelling at others at the town green gazebo during the evening of Sept. 11.
• Investigated a report of an unwanted man on private property on Court Street on Sept. 11.
• Received requests for additional patrols on Sept. 11 from the managers of a Merchants Row apartment building; they referenced homeless people living in their cars in their parking lot.
• Investigated a report of an adult allegedly offering alcohol to a minor in the Mary Hogan Drive area during the afternoon of Sept. 11.
• Investigated the alleged theft of wood pellets from outside of Homeward Bound off Boardman Street on Sept. 11.
• Checked on a woman who was sitting on a car on Mill Street on Sept. 11.
• Investigated a report of a man screaming while walking on Court Street Extension on Sept. 12.
• Responded to a reported fight outside the Ilsley Library on Sept. 12.
• Received a report about someone breaking a car window while it was parked off Exchange Street during the afternoon of Sept. 12.
• Helped state police investigate a reported domestic dispute at an Upper Plains Road home in Salisbury on Sept. 13.
• Responded to a theft complaint at a Court Street Extension business on Sept. 13.
• Took into protective custody a man they described as highly intoxicated who was in the Bakery Lane area on Sept. 13. Police said the man was taken to Rutland for detox services.
• Responded to a reported theft from a Foote Street business on Sept. 13.
• Cited Gabriella S. Mowry, 27, on an outstanding warrant for her arrest on Sept. 13.
• Investigated a report of a man allegedly confronting a homeless family in front of Hannaford’s Supermarket on Sept. 13.
• Interviewed a person on Sept. 13 who said he’d been targeted by threatening behavior.
• Responded to a report of a suspicious person at a North Pleasant Street service station on Sept. 13.
• Responded to a reported theft from a Court Street business on Sept. 13.
• Shut down a loud Middlebury College student party at 66 Court St. at just before midnight on Sept. 14. Police said partygoers were asked to clean up their beer cans from neighboring lawns. While on the scene, officers investigated a report of an assault between two students. The complainant later reported it was a misunderstanding, according to police.
• Responded to a report about people driving ATVs on College Street while pointing laser beams at nearby pedestrians at around 11:30 p.m. on Sept. 14.
• Responded to a report of a loud Middlebury College student party at 95 Seminary Street Extension during the morning of Sept. 14.
• On Sept. 14, replaced signs and posts on College Street that had been uprooted the night before.
• Assisted state police in their investigation of a family fight at a West Shore Road home in Salisbury on Sept. 14.
• Responded to a report of a suspicious person in The Centre parking lot off Court Street Extension on Sept. 15.
• Helped state police search for a juvenile missing from the Weybridge area.
• Assisted a local teen who alleged a suspicious man had followed her and yelled at her on Rogers Road on Sept. 15.
• Responded, along with Middlebury Regional EMS personnel, to a report of a disoriented man on Washington Street on Sept. 15.
• Offered support to a woman in crisis on Sept. 15.
