2016 Cornwall Town Meeting Wrap Up

CORNWALL — Cornwall residents at their town meeting this week passed all of the money items on their warning and endorsed, by a 404-63 margin, forming a new unified Addison Central School District (ACSD) with six other Middlebury area communities (see related story, Page 1A).
Residents also OK’d, by voice vote, the borrowing of up to $250,000 to be used to renovate their town hall. The $250,000 loan being sought to renovate the town hall would be paid back through future appropriations to Cornwall’s Capital Building Fund.
The new, 13-member ACSD board will include one Cornwall resident — current UD-3 school board Chairman Peter Conlon. Conlon ran unopposed for a two-year term and received 430 tallies. All ACSD board members were elected at-large by residents of all seven towns.
The proposed 2016-2017 general fund budget of $460,946 and highway budget of  $403,050 both passed comfortably by voice vote, as did the proposed Bingham Memorial School spending plan of $1,479,162, representing a decrease of $18,136, or 1.21 percent, compared to this year.
Residents also approved allocating $63,900 to help operate the local fire department; $4,000 to help subsidize the Cornwall Free Public Library; and a combined total of $22,929 to support various charities and nonprofits that benefit Cornwall residents.
There were no contested elections on this year’s Town Meeting Day ballot. Those elected unopposed included Cy Tall, town moderator, one year; Magna Dodge, selectboard, three years; Brian Kemp, selectboard, one year; and Sarah Kemp and Gabe Hamilton, three years and two years, respectively, on the Cornwall School Board.
