MIDDLEBURY — Middlebury police cited Mathew Billings, 36, of Cornwall for driving with a criminally suspended license and with a stolen license plate, following a traffic stop on Court Street on Nov. 17. In other action last week, Middlebury police: • Received a report about a vehicle allegedly “doing doughnuts” in a municipal parking lot at around midnight on Nov. 11.
