New Haven brings skepticism to Vt. Green Line Q&A session

NEW HAVEN — New Haven residents continue to grapple with whether — and on what terms — to accept the Vermont Green Line, a 400-megawatt renewable energy transmission project that proposes to site a large electrical converter station near the VELCO substation.

Last Tuesday, Dec. 8, more than 100 residents packed the New Haven Town Hall for an informational meeting, conducted according to Town Meeting rules and overseen by town moderator Pam Marsh.

Powerline developer sweetens the deal for New Haven

NEW HAVEN — A company looking to build a massive power converter station in New Haven as part of a renewable energy project said it would not only pay an estimated $2.6 million annually in property taxes, as previously promised, but officials have added more sweeteners.

Officials representing Anbaric Transmission’s Vermont Green Line Project told the New Haven selectboard on Tuesday that they would pay the town $700,000 for 20 years. They also spoke about additional support the project would give the town.

DiNapoli assumes lead at ANeSU after Superintendent Adams goes on leave

BRISTOL — The superintendent of the Bristol-area school district, David Adams, has gone on leave, and the Addison Northeast Supervisory Union school board has named Assistant Superintendent Catrina DiNapoli to take over his duties while an “acting superintendent” is found.

Adams has drawn fire in the past seven months as voters rejected budget proposals for three of the district’s six schools, the teachers’ union voted no confidence in his leadership and a petition signed by 500 people asked for his resignation.

Students lead Mount Abe compost effort

BRISTOL — The newly christened “Fort Compost” looks solid as a rock.

The 28-foot long, 14-foot wide, 6-foot high steel-and-concrete construction behind Mount Abraham Union High School represents seven years of student initiative, over $12,000 in fundraising and a new generation’s vision of a better, more sustainable world.

From start to finish, the student-led Environmental Action Group planned, built and funded the facility, which was formally opened at a ceremony last Friday.

The town of New Haven offers an interesting lesson in the value of property as it relates to the town’s grand list and tax rates. At issue is a proposal by Anbaric Transmission that essentially adds $130 million to the town’s current grand list of roughly $260 million. That 50 percent increase would seemingly create a huge windfall in terms of property tax relief.

ANeSU tax rates rise and fall within a small range

ADDISON COUNTY — As property tax bills arrive in the mailboxes of residents in the five towns of the Addison Northeast Supervisory Union (ANeSU), homeowners in Monkton and New Haven will see the overall tax rates fall compared to last year, while those in Lincoln, Starksboro and Bristol will see their overall tax rates rise.

Municipal tax rates increased in Bristol and Lincoln, and decreased in Monkton, New Haven and Starksboro. Education taxes increased in all towns except Bristol, where they decreased slightly.

Mt. Abe taps New York youth advocate for vice principal

BRISTOL — Come Tuesday, Sept. 1, newly hired assistant principal David Ford should be walking the halls of Mount Abraham Union High School.

Ford, who was offered the job after the Mount Abe board approved his hiring on Aug. 18, will join Interim Principal Carol Fenimore and Assistant Principal Ellen Repstad on the school’s three-person administrative team. Fenimore began her tenure July 1; Ellen Repstad, formerly a long-time literacy instructor at Mount Abe, is now in her fourth year as assistant principal.

Woman to dig into ecology, sense of place by walking length of a river

LINCOLN — The New Haven River flows down from the Green Mountains into Otter Creek, and during the last week of July, a graduate student will walk from its headwaters to its confluence — close to 25 miles. Along the way, Sonia DeYoung will introduce herself and her project to as many people along the river as she can, people with whom she hopes to talk in more depth once she completes the walk.

Opinion: Legislature missing the mark on solar

Last week there was a public hearing in front of a joint Vermont House and Senate Energy Committee, in Montpelier. At issue was the degree to which there should be any regulation on the development of solar energy in Vermont, and what jurisdiction should be responsible for the regulations should there be any. The contentious siting issue is a byproduct of legislation (Section 248) that empowers the Vermont Public Service Board to approve solar projects without regard to local zoning rules and town plans.

After opposition, SunCommon pulls plug on solar array

NEW HAVEN — A Vermont solar company has withdrawn a proposal for a solar array near Route 7 in New Haven after neighbors complained it would be an eyesore and hurt their business.

Waterbury firm SunCommon had planned to site a one-acre, 150-kilowatt Community Solar Array (CSA) on Route 7 just south of Town Hill Road, on land owned by the Gilbert family. The site was behind Tourterelle inn and restaurant.
