Four arrested, guns and drugs seized in Starksboro bust

STARKSBORO — Police have seized drugs, cash and guns in Starksboro and arrested four people on various charges including possession and trafficking of drugs.
Vergennes police announced on Saturday morning that they, with the assistance of the Vermont State Police operating out of the New Haven barracks, had executed a search warrant on an apartment located at 132 Big Hollow Road in Starksboro.
Police charge the two people who leased the apartment — Marley Heath and her boyfriend, David M. Ciulla, both 25 — during the execution of the search warrant. Heath was charged with possession of heroin, conspiracy to sell heroin and possession of marijuana, and Ciulla was charged with the possession of heroin and possession of marijuana.
Police said Ciulla may also face additional charges of possession of a firearm after being convicted of domestic assault and for possessing firearms when also possessing controlled substances.
Twenty-seven-year-old Sean J. Bailey, who resided with Heath and Ciulla at the apartment was charged with possession of heroin and possession of marijuana.  Both Ciulla and Bailey also had active warrants for their arrest.
A fourth person, who police identified as Michael David Plummer, 25, of Brooklyn, N.Y., was arrested for trafficking, sale and possession of heroin, and possession of marijuana.
A fifth person, whom police did not identify, was at the apartment when police searched it, and that person may also face charges, Vergennes Police Chief George Merkel said in a press release.
Police are also following up information about members of the group selling stolen weapons to drug traffickers from Brooklyn, N.Y., or trading weapons for heroin, Merkel said.
All four of those charged were lodged at the Chittenden County Correctional Center.
During the search, police seized 40 bags of heroin, $10,764 in cash, 1 kilogram (2.2 pounds) of marijuana, a gun that police described as an AK-47 7.62×39 assault rifle, and a second gun, described as a Saiga semiautomatic 12 gauge shotgun with a 25-round drum.
