Senate passes marijuana legalization bill

Posted on January 11, 2018 |
By ALAN J. KEAYS of VTDigger.org

MONTPELIER — A bill legalizing the recreational use of marijuana on Wednesday cleared the last hurdle in the Vermont Legislature.

The measure, H.511, now heads to the desk of Republican Gov. Phil Scott for approval. He has previously said he would sign the legislation.

With Scott’s signature, Vermont would become the first state to legalize recreational marijuana through legislation, rather than by voter initiative.

Movie review: The Darkest Hour

Movie Review Darkest Hour.jpg

Darkest Hour — Running Time: 2:05 — Rating: PG-13

When Winston Churchill became England’s Prime Minister in 1940, he was already an accomplished man. He had served his country in the Military during World War I and had received a Nobel Prize for literature. He ascended at a time of political chaos and controversy as his country watched Nazi Germany absorb Europe. It certainly was England’s “darkest hour.”

Legislature expected to spar over environmental bills

Posted on January 11, 2018 |
By Mike Polhamus of VTDigger.org

MONTPELIER — Environmental bills will likely be ground zero for fights between the Scott administration and lawmakers this legislative session.

In the run up to the Jan. 3 opening day, there were flare-ups between environmental advocates, lawmakers and Agency of Natural Resources officials over Act 250 reform legislation, funding for clean up of phosphorus from Lake Champlain and a proposed carbon tax.

Gov. Scott warns lawmakers of fiscal hard times ahead

Posted on January 8, 2018 |
By VTDigger.org

Scott’s education summit Gov. Phil Scott II.JPG

MONTPELIER — In his second address to the state, Republican Gov. Phil Scott on Thursday offered few sweeping initiatives and homed in on his message of no new fees and taxes.

Scott urged lawmakers to rein in spending on education, restructure the state’s economy and find ways to boost business. Affordability was the mantra of the day (with 13 references in the 35-minute State of the State speech), and much of the rhetoric was a rehash of austerity themes he has expounded on since his inauguration a year ago.

Vermont House approves recreational marijuana bill

Posted on January 8, 2018 |
By ALAN J. KEAYS of VTDigger.org

MONTPELIER — The Vermont House passed a bill Thursday to legalize the recreational use of marijuana, defeating a host of amendments, including one that likely would have cost the governor’s support.

The House vote came on the same day that U.S. Attorney General Jeff Sessions rescinded a policy that shielded states with legalized marijuana from federal action.

The House passed H.511 by a vote of 81 to 63 on Thursday. It legalizes the possession of 1 ounce or less of marijuana and two mature and four immature marijuana plants by people 21 or older.

Posted on January 8, 2018 |
By MIKE DOUGHERTY VTDigger.org

VERMONT — Economic gains in Vermont are not improving the lives of most residents, according to a new report from the Public Assets Institute, a left-leaning Montpelier think tank.

The group’s annual analysis of economic and quality-of-life indicators says that benefits from the state’s economic growth mainly go to those who are already doing well.

From 2006 to 2016, average nominal income for the top 5 percent of Vermont earners rose 42 percent. Over the same period, the bottom fifth of earners saw an average increase of 6 percent.
