Vermont State Police Log for Dec. 12
ADDISON COUNTY — At around a quarter past midnight this past Monday, Dec. 9, Vermont State Police were called to a Hillside Drive home in Starksboro after a household member called 911 seeking police assistance. Troopers said their investigation showed that Noah Lincoln, 29, of Starksboro engaged in violent and tumultuous behavior and prevented a person from using their phone to contact emergency services.
State police took Lincoln to the New Haven barracks for processing. They cited him for three crimes — disorderly conduct, interference with access to emergency services and recklessly endangering another person. At the conclusion of processing, police released Lincoln with a promise he would answer the charges in Addison Superior Court, Criminal Division, on Feb. 24.
Separately, Vermont State Police responded to two violent incidents in Bristol, both of which were covered in stories in our Dec. 5 edition.
First, state police were called to a home on Upper Notch Road, where a neighbor had found two dead people. After an initial investigation, state police said that sometime between the evening of Nov. 30 and the afternoon of Dec. 2, 71-year-old Gary Guilmette shot and killed his wife, Candace Guilmette, 70, in their home at 2188 Upper Notch Road, and then turned the gun on himself.
Then, late on Tuesday, Dec. 3, Troopers Robert Helm and Matthew Hood responded to a domestic dispute at a home on Lower Notch Road. Bristol Police Officer Jori Fairbanks responded to the incident with the troopers. A caller had reported that 28-year-old Greg West was intoxicated, threatening and had damaged the home, and that there were several children inside.
After a standoff with West, who held a shotgun, the troopers fired their guns at him and struck him. He was taken to UVM Medical Center and was in stable condition after emergency surgery. Following their policy, state police put the troopers on paid administrative leave while the incident is investigated.

In other recent activity, troopers:
• On Dec. 7 at around 10 p.m. were dispatched to a one-car crash on Jersey Street in Panton. Police report that Larry Swan, 29, of Panton was driving a 2009 Chevy Impala westbound on Panton Road at a high rate of speed, failed to negotiate a curve, left the road and struck a parked motor vehicle and a house. While speaking with Swan, police noted several signs of alcohol impairment, and they took him to the Vergennes Police Department for processing. Troopers cited Swan for driving under the influence.
• On Dec. 9 at approximately 3:30 p.m. stopped a motor vehicle for an expired inspection sticker. In the end police cited David Tracy, 51, of Middlebury for driving without a license.
