Utility panel simplifies guidelines for public

MONTPELIER — The Vermont Public Utility Commission has produced three new guides to make it easier for members of the public to participate in the Commission’s regulatory proceedings. They were written in recognition that the Commission’s quasi-judicial proceedings and vocabulary can be difficult for non-lawyers. The pamphlets are available on the Commission’s website.
Two will be available as handouts at public hearings; the third will be provided to non-lawyers who have been granted party status in cases with an evidentiary hearing.
“A Citizen’s Guide to the Public Utility Commission” provides basic information about who the Commission is, how to access information about a Commission case, typical steps in a major case, how members of the public can participate in a case, and the role of other State agencies.
“Public Participation and Intervention in Proceedings Before the Public Utility Commission” focuses on the different ways a member of the public can participate — from submitting public comments to “intervening” to become a formal party in a case.
“A Guide to Evidentiary Hearings” is for anyone who has become a formal party to a case and thus will be participating in that case’s evidentiary hearing. This guide provides practical information in a step-by-step format on what happens before, during, and after an evidentiary hearing.
