Bristol reviews Plank Road apartments plan

BRISTOL — Town officials in Bristol are considering an application to build an apartment complex off Plank Road.
Stanley Livingston, a Bristol resident who operates Meghan’s Meadow View LLC, filed a zoning permit application with the town Aug. 29.
The proposal includes two structures: a four-unit apartment building and a five-unit apartment building. The lot, the site of the former Roy’s Automotive, sits on 2.1 acres. While not listed on the application, each building would be approximately 5,000 square feet, town zoning administrator Eric Forand said.
Under Livingston’s proposal, one building would be built from the ground up, while the other would be built using the foundation of the garage formerly used by Roy’s Automotive.
At a public hearing held Oct. 15, town officials raised questions about whether a residential unit could be built on the foundation of the garage, which was not zoned for that purpose. Also at issue is the distance of the existing garage to the property line. Currently, the garage sits just two feet inside the property line. If the structure were to be refurbished for residential use, the setback would have to be 10 feet.
The property sits on three different zoning districts — Mixed, High Density Residential and Rural-Agriculture 2. Forand said Livingston has proposed to build only in the High Density Residential zone.
Since the first hearing, attorneys representing Livingston and the town have met to resolve these issues. A second hearing is scheduled for Nov. 19 to discuss concerns about the zoning of the property. Forand said he hoped all questions would be answered at this meeting, but that another hearing may be necessary.
Per state statute, once the town has all questions related to an application answered to its satisfaction, the town has 45 days to make a decision to approve or deny the application.
