ADDISON COUNTY — On the morning of July 25 Vermont State Police cited Ryan Phelps, 32, of Shoreham for domestic violence after he allegedly assaulted a woman at a home on Quaker Village Road in Weybridge.
Troopers were called to the home at around 5 a.m. to investigate a report of disorderly conduct. Upon their arrival, police were told by witnesses that Phelps had allegedly forced his way into the residence and attempted to force the victim into his vehicle. After being unsuccessful in forcing the victim into the vehicle, Phelps allegedly assaulted her, according to police.
He fled the scene before police arrived and later returned to the residence to confront the victim, according to police. Police returned and cited Phelps for domestic violence, unlawful trespass, driving with a suspended license and violation of his conditions of release and lodged him at the Marble Valley Correctional Center on $2,500 bail.
Later that day, at approximately 5:03 p.m., troopers were dispatched to a reported citizen dispute at the same Quaker Village Road address. Further investigation revealed that Phelps was in violation of his conditions of release as he had consumed alcohol during the course of the day, police said. Phelps was taken into custody and transported to the New Haven VSP barracks and later lodged at the Marble Valley Correctional Facility.
In other recent activity, VSP:
• On July 24, while conducting motor vehicle enforcement on Plank Road in Bristol, saw Derrick Cusson St. George, 26, of Charlotte, driving a vehicle with a smashed windshield and stopped him for a defective equipment violation.
During the stop officers report that they discovered both St. George and passenger, identified as Stepfanie Williams, 21, of New Haven, in possession of a misdemeanor amount of illegal drugs. St. George was arrested and cited for possession of heroin. Williams was cited for possession of heroin, possession of marijuana and two counts of violating her conditions of release stemming from two pending criminal charges.
• On July 25 began investigating the theft of an inspection sticker off a dump truck owned by the town of Salisbury. At the time of the theft — sometime between July 4 and July 17 — the dump truck was parked at the Salisbury landfill off  Upper Plains Road. • On July 25, after investigating a July 12 crash on Route 74 in the town of Shoreham involving two cars and a dump truck, arrested and cited Mark L. Thomas, 43, of Bristol for careless and negligent operation of a motor vehicle, with an accident resulting. Troopers had earlier said that the Toyota Corolla Thomas was driving that morning had drifted across the centerline of Route 74 and struck a boulder-laden dump truck that rolled onto the front end of a Dodge Caravan, sending the minivan driver to the hospital via medevac helicopter. Thomas also was hospitalized.
• On July 25 at 3:30 p.m. responded to a one-car accident on South Lincoln Road in Lincoln. The driver, Thomas G. Verner, 66, of Lincoln, told police that he had fallen asleep due to fatigue before his Subaru Forester ran off the road and collided with a tree. Airbags deployed. Rescue personnel assessed Verner on scene, and transported him to Porter Hospital for non-incapacitating injuries.
• On July 25 at approximately 5 p.m. responded to a reported assault on Stoney Hill in Bristol. Investigation led troopers to arrest Nichole Hamer, 19, of Addison on charges of simple assault after an altercation with 19-year-old Bristol woman. Hamer was also cited for a heroin charge stemming from a recent incident with Vergennes Police Department. She is due to answer the charges in Addison District Court on Sept. 10.
• On July 26 were called to investigate a burglary and theft of a large amount of jewelry from an unoccupied residence on North Street in Bristol sometime between January and April. The incident occurred while the owner was away on business. The estimated value of jewelry stolen is more than $7,000. • On July 26 at approximately 12:30 p.m. responded to a two-car crash on Route 7 at the intersection of Fern Lake Road in Leicester. Police said their investigation showed that a 16-year-old Leicester driver attempting to make a left turn from Fern Lake Road onto Route 7 to head south collided with a northbound car. No injuries were reported and both vehicles were driven away from the scene.
• On July 26 at approximately 5:30 p.m. were dispatched to a one-vehicle crash on the Leicester-Whiting Road in Leicester. Investigation revealed that the driver, Alan Garfinkel, 74, of Nanuet, N.Y., failed to stop at a posted stop sign and continued through the T intersection over a small rock retaining wall and onto the lawn of an adjacent residence. No one was injured during the incident, and home owners said the lawn was slightly damaged.
• On July 28 at approximately 6:10 a.m. responded to a report of a vehicle off the road on Grandey Road in Addison. Upon arrival of police, there was no one with the vehicle, a 2003 white Subaru Legacy. Police contacted the owner, who told troopers that she had become sleepy and driven off the roadway on the way to her boyfriend’s house.
• On July 29 at around 10:30 a.m. responded to a two-car crash at the intersection of Monkton Ridge Road and State Prison Hollow Road in Monkton. Investigation showed that a driver stopped on State Prison Hollow Road attempted to turn left onto Monkton Ridge and struck a northbound car causing minor cosmetic damage to both vehicles. Neither driver nor their passengers were injured. Police issued a written warning to the first driver and urged motorists to use caution when turning at an intersection and always make sure the way is clear before proceeding.
• On July 29 at 3 p.m. responded to several reports of stolen items at Bartlett Falls in Bristol. VSP are looking for several stolen cell phones, keys, bags and several sets of sunglasses. Troopers encourage community members and visitors not to leave anything valuable in their vehicles or along the river bank.

• On July 29 at approximately 11:30 p.m. stopped a car driven on Route 116 in Bristol by Nichole Hamer, 19, of Addison for defective equipment. A DMV check revealed that Hamer was under suspension. Troopers identified all passengers and found Michael Sweetster, 20, of Bristol had two active warrants for violation of conditions of probation and underage consumption of alcohol, and they took Sweetster into custody and transported him to Chittenden County Correctional Center without incident. Troopers got help from Bristol police on scene.
• On July 30 were informed of the theft of numerous road and street signs from multiple locations in the town of Addison. The thefts occurred between July 27 and 30.
