VERGENNES — A Vergennes man who police said was highly intoxicated at the time of a Sunday afternoon incident is facing a felony charge of domestic assault plus two more charges: simple assault on a police officer for allegedly spitting in the officer’s face, and interfering with emergency services for damaging a phone that his alleged victim was using to call for help.
Police arrested David Field, 41, and lodged him in the Chittenden County Correctional Center for lack of a $10,000 surety bond. Police said the domestic assault, which they alleged occurred at a First Street home, was the second on Field’s record, and that was the reason it became a felony charge.
Police said they were called to the home just before 4 p.m. on Sunday, and they administered a test that showed Field’s blood-alcohol content was 0.308 percent, almost four times the legal limit for driving a car.
Vergennes police also announced this week a second citation in a mid-March heroin case. They cited Kaleb Shepard, 20, of Vergennes on March 22 and charged him with distribution of heroin on March 18. Police allege that he purchased heroin and gave it to Stephanie Williams, 20, who they said last week was charged with possession.
The charges were not announced earlier, police said, because they are part of an ongoing investigation. Another charge on a third individual involved in this case is pending, they said.
In other incidents between April 2 and 8, Vergennes police:
•  On April 2 checked a complaint of a car parked illegally in a Main Street handicap spot, but it was gone when they arrived.
•  On April 2 returned a lost check to a Ferrisburgh resident; it was found in the city and turned in to police.
•  On April 2 dealt with a complaint of unwanted phone calls made to the Bixby Library.
•  On April 2 helped the driver of a tractor-trailer truck stalled near the Otter Creek bridge.
•  On April 3 helped Vergennes Union High School personnel deal with an upset student.
•  On April 3 looked into a possible break-in of a MacDonough Drive garage and determined wind had blown a door open.
•  On April 3 took a report about a fender-bender in the Shaw’s Supermarket parking lot.
•  On April 3 ticketed the driver of a car parked illegally at the intersection of Green and School streets.
•  On April 4 checked a report of a truck blocking West Main Street; it was gone when police arrived.
•  On April 4 told four male juveniles to get off and stay off the Vergennes Union Elementary School roof.
•  On April 4 went with the department canine to help Middlebury police with a heroin bust.
•  On April 5 helped calm a dispute between two VUHS students.
•  On April 5 helped a motorist get into a locked car on Main Street.
•  On April 5 received a tip about illegal drug activity in the area.
•  On April 6 tried unsuccessfully to find a man for Hinesburg police.
•  On April 6 went along with a state fire marshal to halt an unpermitted construction project at the Riverside Apartments.
•  On April 6 began an investigation of an apparent attempt to obtain prescription narcotics from Kinney Drugs through false pretenses.
•  On April 7 on behalf of Vermont State Police took a statement from a Ferrisburgh woman about an alleged domestic incident.
•  On April 8 heard a complaint from a woman that her neighbor’s dog was eating her cat’s food.
•  On April 8 on behalf of the Department of Corrections attempted unsuccessfully to find a man who was violating conditions of his release.
•  On April 8 responded to a Bowman Road home because a drunken male guest was refusing to leave; he was persuaded to leave with a family member.
