VERGENNES — Vergennes police arrested a city man late on Dec. 5 for violating his conditions of release, an action taken after they spotted him acting suspiciously, near the intersection of Main and South Water streets.
Police said after they arrested Jason O’Reilly, 20, who had been earlier been charged with sexual assault and attempted kidnapping, he was jailed at the Addison County Sheriff’s Department lockup after they arrested him for lack of $10,000 bail. Police said as of Monday he remained in custody for lack of $30,000 bail.
Police said they were on patrol when they saw a man on the street look startled and unhappy to see them. They then stopped and determined it was O’Reilly, whose conditions of release required him to remain at his home at all times.
Between Dec. 5 and 11, Vergennes police also conducted five foot patrols and:
•  On Dec. 5 cited James P. White, 26, of Starksboro for criminally driving with a suspended license after stopping his car for speeding on Monkton Road.
•  On Dec. 5 looked into a report of gunshots near Comfort Hill, but could find nobody; police said they have received several such reports in recent weeks.
•  On Dec. 5 took a report that an iPod had been stolen at the Northlands Job Corps campus, a theft that remains under investigation.
•  In the early morning hours of Dec. 7 issued 13 tickets for violations of the city’s winter parking ban. Between Dec. 1 and March 31 there is no parking on city streets 2 to 6:30 a.m. This block of time allows public works staff to plow Vergennes streets without cars in their way.  Vehicles left on the street during those hours will be ticketed or towed at the owner’s expense.
•  On Dec. 7 cited Andrew Messenger, 50, of Ferrisburgh for possession of marijuana after executing a search warrant at his home and allegedly finding marijuana, including two plants.
•  On Dec. 7 went to Second Street to check out a report of an argument between two women in the road, but found no one.
•  On Dec. 8 ticketed two cars in violation of the parking ban and ordered them towed during a snowstorm.
•  On Dec. 8 at 6 a.m. responded to a barking dog complaint at a Booska Court home and issued a municipal ticket to the animals’ owners for unreasonable noise. Police returned to the home at 6:40 a.m. on Dec. 11 and issued another ticket for the same offense.
•  On Dec. 8 handled a minor one-car accident on Armory Lane.
•  On Dec. 8 began in investigation of the theft of about 200 pounds of copper wire from Green Mountain Power property on Mechanic Lane.
•  On Dec. 8 helped the Counseling Service of Addison County with a client at a Main Street residence.
•  On Dec. 8 calmed a verbal family dispute at a New Haven Road home that is the regular scene of such arguments.
•  On Dec. 9 ticketed four cars that were in violation of the winter parking ban.
•  On Dec. 9 investigated an allegation of a sex crime said to have been committed by a Northlands staff member against a female student; city police and the state’s attorney’s office determined no crime had been committed.
On Dec. 10 warned a driver who nearly hit other cars in a Main Street parking lot to be more careful after determining he was sober.
