By the Labor Department&rsquo;s commonly used measure, 6.7 percent of Americans were unemployed in December 2013, the lowest since October 2008.</p> <p> Many economists have analyzed data on employment and unemployment over time. Since 2000, miles traveled on Vermont&rsquo;s roads have increased by 13 percent, but annual gasoline and diesel fuel tax revenues are the same today as they were 12 years ago. As Vermonters have replaced gas-guzzlers with more fuel efficient vehicles, the new vehicles use less fuel per mile. His best town was Norwich, with 85 percent. The other places on the list are Marlboro, Putney, Brattleboro, Burlington, Montpelier, Strafford and Granville.
