Senate OKs pot legalization measure

MONTPELIER — After some debate Friday, the Vermont Senate OK’d a proposal that would legalize marijuana in the Green Mountain State and create a system to regulate and tax marijuana sales.

The proposal, which would create a system similar to the model currently in place in Colorado, came after several members of the Senate expressed frustration that the House has not advanced a marijuana legalization bill this year.

Vergennes students tuned in to Vermont history

MONTPELIER — On April 8, more than 300 students from around the state gathered at Montpelier High School to participate in the state’s annual Vermont History Day. Students were tasked with researching and presenting a topic relating to this year’s theme, “Taking a Stand.”

Fisher to lead health care advocacy for Vermont Legal Aid

MONTPELIER — Former state Rep. Mike Fisher returned to the Vermont Statehouse this month.

The Lincoln Democrat did not go to reclaim an Addison-4 House seat, but as Vermont Legal Aid’s chief health care advocate.

It’s a new job that will see Fisher lead VLA’s Office of the Health Care Advocate, established by the 1998 Legislature to help Vermonters with questions and problems accessing health care services and insurance, and to represent the health care interests of all Vermonters in Montpelier.

Gov. Scott begins era with lofty agenda

MIDDLEBURY — Addison County lawmakers on Thursday applauded the environmental, education and economic development agenda that Gov. Phil Scott unveiled during his inaugural address, but several voiced disappointment the state’s new chief executive didn’t provide more details on how he hopes to achieve his ambitious goals.

Scott, during a speech that lasted around a half hour and was interrupted around 20 times by applause, pledged to strengthen the economy, make Vermont more affordable, and protect its most vulnerable citizens.

Local reps receive their committee assignments

MONTPELIER — Peter Conlon gazed briefly into the rearview mirror last week, recalling his boyhood growing up in Montpelier. His route from his childhood home to Montpelier High School took him behind the Vermont Statehouse and its shiny golden dome. He’d stop in occasionally as a student and citizen, drinking in the splendor of this ornate bastion of democracy in his own backyard.

State of Vermont offering rebates toward replacing wood stoves

MONTPELIER — The Clean Energy Development Fund (CEDF) and the Agency of Natural Resources Division of Air Quality and Climate have teamed up to help Vermonters who currently heat with wood to get new cleaner burning stoves installed.

The wood stove change-out program provides an incentive payment of up to $1,500 toward the price of a new cord wood or wood pellet stove if an old non EPA-certified wood stove (approximately pre-1988) is taken out of service.

Orwell's Eastman to join Scott's cabinet as deputy ag secretary

MONTPELIER — Governor-elect Phil Scott on Wednesday announced the appointment of Addison-Rutland Rep. Alyson Eastman, I-Orwell, as the new deputy secretary of the Vermont Agency of Agriculture.

Her appointment means that Scott will need to appoint a replacement to serve out the two-year term to which Eastman was re-elected last month. Eastman ran unopposed for the seat that represents Orwell, Shoreham, Whiting and Benson.

Shumlin to pardon some with marijuana convictions

MONTPELIER — Gov. Peter Shumlin, citing 2013 legislative action to decriminalize possession of up to one ounce of marijuana, on Thursday announced his intention to allow Vermonters convicted of that offense prior to the law change to apply for a pardon, essentially wiping the offense off their criminal record. Applications will be accepted beginning Dec. 8 and taken through Dec. 25.

Opinion: With this budget, everyone loses

Let me get this straight: The House of Representatives and the Senate, dating back some six years and with support for the governor’s office in recent years, have consistently outspent income by a wide margin yet we are supposed to feel good about this year’s balancing act because all is well with the efforts to cut spending.

There is no victory in this budget.

Substantial state spending cuts loom

WHITING — Town officials hoping for some sort of financial life preserver this year from the state for ailing municipal and/or school programs had better learn how to tread water.

That’s because local lawmakers on Monday served notice they are trying to erase a $112 million shortfall in the fiscal year 2016 state budget. And unlike past years, there is no federal stimulus money, nor better-than-anticipated tax revenues to close the gap.
