Changes to Current Use law debated by legislators

MONTPELIER — The Vermont House and Senate agriculture committees are gearing up for a showdown over changes to the state’s flagship land conservation program.

A special study committee chaired by Sen. Bobby Starr, D-Essex/Orleans, struck all the language from a bill that passed the House in 2013. The Senate version — still a rough draft — was discussed at the Statehouse on Tuesday evening at the fifth and final in a series of public hearings.

Proposed law looks to jumpstart 'new economy' companies in Vt.

MIDDLEBURY — Rep. Paul Ralston, D-Middlebury, has co-authored legislation he believes will inject new vitality into Vermont’s business sector without spending a lot of new money.

It’s known as H.736 — dubbed “Unlocking Vermont’s Economic Potential” bill — aimed at protecting and growing Vermont’s current industries, while encouraging and rewarding entrepreneurs and innovators in new technology and knowledge-based businesses, according to Ralston.

Farm Show hints at things to come in agriculture landscape

ESSEX JUNCTION — Francis Bronson of Bridport has been a regular at the annual Vermont Farm Show for 30 years, and this week attended the 82nd annual fair at the Champlain Valley Expo in Essex Junction even though he has left dairy farming.

While looking over some of the show’s more than 150 agricultural exhibits, Bronson said he was impressed by some of the technological advances on display.

“There’s some innovative thought processes on some of this stuff,” he said. “I wish some of it was around when I was still going.”

William Sessions, longtime federal judge from Vermont, opts for part time

MONTPELIER (AP) — Vermont federal Judge William K. Sessions III is taking senior status after 18 years on the bench. Sessions and his wife, Abi, reside in Cornwall.

U.S. Sen. Patrick Leahy, chairman of the Senate Judiciary Committee, says Sessions informed the president last week.

First Concrete Plan To Pay for Single-Payer Emerges from the Senate

The first glimpse of a substantive proposal to finance Vermont’s planned universal health care system came Thursday at a sparsely attended meeting of the Senate Republican Caucus.

The caucus invited Sen. Peter Galbraith, D-Windham, to speak about his proposal, laid out in two separate bills, S.252 and S.254, to pay for Green Mountain Care, the public entity that will administer the state’s single-payer system.

Vermont eyes tax on gas pipelines to fund renewable alternatives

MONTPELIER — Lawmakers are considering a plan to tax the state’s natural gas pipelines to fund renewable energy projects.

The new taxing scheme could raise millions for renewables as Vermont Gas Systems charts a southern pipeline expansion through Addison County on the western side of the state.

Health care exchange is not ready for small businesses

WINOOSKI — Small businesses that have not yet enrolled in Vermont Health Connect insurance plans will be able to sign up directly with insurers, state officials announced Tuesday morning.

The announcement from the Shumlin administration is a tacit acknowledgement that the state’s health care exchange website won’t be ready in time to sign up small businesses that need to obtain coverage for workers in 2014.

Shumlin stepping up battle against heroin 'epidemic'

MONTPELIER — In his fourth annual state of the state address this past Wednesday, Gov. Peter Shumlin used his bully pulpit to home in on one topic: the “epidemic” of opiate addiction in Vermont.

It was an unusual strategy. Typically, governors (and as Shumlin has in the past) use the state of the state address to give Vermonters the administration’s vision for the coming year on a variety of perennial topics, such as the economy, education, health care and the environment.

Bears dont lose bone mass: research may benefit humans

Deep in the winter-dark woods, beneath the roots of a fallen tree, a mother black bear hibernates with her two yearling cubs. In the spring, they will wake up in near-starvation condition, their fat reserves depleted. The mother bear’s bones, however, will be as strong and as thick as the day she lay down, and her young may even have added bone mass over the winter.
