Shumlin&rsquo;s efforts to reduce agricultural pollution into Vermont waterways deserve support. The present system of agricultural regulation imposes limited restrictions on manure runoff that, even when implemented, are ineffective in preventing pollution. And, the rules are not strictly enforced.
