Opinion: Policies fail ANeSU boards

Posted on April 8, 2015 |
By Dick Merrill

It has never been a secret that I have always believed that the school boards in the Addison Northeast Supervisory Union were shirking their duties. It has gotten terribly worse with the crippling effects resulting from the adoption of the Vermont Superintendents Association version of policy governance.

Greg Dennis: Restoring Congress' tarnished name

Posted on April 8, 2015 |
By Greg Dennis

Can Congress be saved?

No one is talking about abolishing this once august institution. But Congress is suffering from a well-deserved reputation for partisan bickering and gridlock, which have resulted in little recent action to address the nation’s challenges.

And as for global issues such as the environment — well, let’s just say the solutions are not going to emerge anytime soon from Capitol Hill.

Legislative Review: H.361 strengthens school system

Posted on April 8, 2015 |
By Rep. David Sharpe D-Bristol

Do we have small schools and small school districts or tiny schools and tiny school districts?

Will expanding the size of school districts and getting rid of supervisory unions increase or decrease democracy?

Can we embrace a new sense of our local community?

Does H.361 get rid of local school boards?

These are all questions related to the legislature’s initiative to change governance in our PreK-12 school system in Vermont contained in H.361 as passed by the Vermont House last week.

Legislative Review: House concludes a busy week

Posted on April 8, 2015 |
By Rep. Fred Baser R-Bristol

The most significant news out of Montpelier over the last few weeks was the passage, by the House, of the fiscal year 2016 budget, a tax bill to help make it work, a Clean Water bill and the Education bill.

Editorial: Indiana's hasty retreat

Posted on April 6, 2015 |
By Angelo S. Lynn

The irony in Indiana’s hasty retreat from its recently passed “religious freedom” law is that it was largely led by Republican businessmen, Chamber of Commerce leaders and legislators who realized the bigotry of the law would be damaging to the state’s bottom line. In the Republican arsenal of values-based politics, in this case money trumped religion.

And it did so in a comparative nanosecond.

Opinion: Legislature missing the mark on solar

Posted on April 6, 2015 |
By Peter Rothschild

Last week there was a public hearing in front of a joint Vermont House and Senate Energy Committee, in Montpelier. At issue was the degree to which there should be any regulation on the development of solar energy in Vermont, and what jurisdiction should be responsible for the regulations should there be any. The contentious siting issue is a byproduct of legislation (Section 248) that empowers the Vermont Public Service Board to approve solar projects without regard to local zoning rules and town plans.

Opinion: Ideas offered to improve public school education

Posted on April 6, 2015 |
By Susan Gallagher Born and Richard Nessen

Thank you for four fine articles about whether or not to close small schools in Vermont and the expression of northeast Addison County’s lack of confidence in the Addison Northeast Supervisory Union board and its superintendent. It strikes me that a thread of a common assumption runs through the issues raised in these four articles: the primary importance of cutting education costs.

Eric Davis: Beverage tax would hurt the poor

Posted on April 2, 2015 |
By Eric Davis

Legislative committees are considering whether to impose a 2-cent-per-ounce tax on sugar-sweetened beverages. In my opinion, this tax will raise less revenue than its proponents expect and will adversely affect low-income households and small retailers.

Lawmakers are considering a beverage tax in order to increase payments to health care providers whose patients are covered by Medicaid. Because Medicaid payment rates are low, providers shift their costs to patients covered by employer and individual insurance policies.
