Bristol to vote on $1.5M stormwater project

BRISTOL — Bristol voters will take to the polls on Tuesday, Aug. 25, to weigh in on a $1.5 million bond to fund stormwater system upgrades on North Street.

If the bond vote is approved, the town could be in line for stimulus funding that could pay for as much as half of that project. Town officials have said that if the stimulus money falls through, they won’t move forward on the stormwater improvements — but Bristol residents have to approve the bond first if the town is to be eligible for the government funds, part of the American Recovery and Reinvestment Act of 2009.

City police chief no longer being paid; disciplinary hearing delayed

VERGENNES — The Vergennes City Council on Tuesday indefinitely postponed its scheduled disciplinary hearing for Police Chief Mike Lowe, and at the same time confirmed that Lowe will no longer be drawing his salary while he remains on administrative leave.

Farmers look to alternative energy: science converts cow manure to profit for dairies

ADDISON COUNTY — Light streamed in through the paper-thin walls of the temporary shed, a small, greenhouse-like structure plunked down on a Bridport dairy farm. Here, Mark Hoffman is dabbling in alchemy.

Hoffman, a project manager for Montpelier-based Algepower, peered into shallow, plastic troughs stacked one above the other. He was between experiments, and the troughs were mostly empty, but when the system is in full swing the plastic slings are filled with murky green water and hungry algae.

Ferrisburgh school construction wrapping up

FERRISBURGH — Ferrisburgh Central School Principal JoAnn Taft-Blakely on Thursday said school maintenance men Wayne Barrows and Gerry Blair would be two of the town’s most important employees this week.

That’s because this summer’s $1.5 million project to improve the school — including installing new heating, ventilation and electrical systems; putting on new, long-lasting rubberized roofing; replacing stained ceiling tiles and rotting soffits; and insulating the space between the ceiling and roof — will be completed on time.

Habitat pounds nails on fourth home

MIDDLEBURY — A single mom working hard just to keep four young children clothed and fed, Jill Smith never held on to much hope of owning her own house. It was a dream that occasionally floated through her head as she and her active brood made a temporary home in the basement of a friend’s house.

Chief Lowe pleads innocent; in drug treatment

MIDDLEBURY — The attorney for Vergennes Police Chief Michael Lowe on Monday entered on Lowe’s behalf a plea of innocent to a charge of driving under the influence of prescription drugs at Lowe’s arraignment in Addison County District Court.

According to a Vermont State Police affidavit that became public on Monday, a blood test showed Lowe had traces of six prescription drugs in his system when he was driving a Vergennes police cruiser that hit a parked car on June 7.

Quinn stepping down after three decades of service

ADDISON COUNTY — John Quinn has served as Addison County State’s Attorney for 24 years and was a deputy state’s attorney for seven years before that.

More than anything, in looking back over his three decades prosecuting crimes here he says he appreciates the citizens who’ve supported him.

“I hope they think I’ve done a good job,” he said.

It’s pretty clear that most of them did. He only once faced an opponent in the race for the elected office.

On Monday, Quinn, 59, announced that he was retiring from the office he has occupied for majority of his career.

Middlebury selectmen hike water, sewer rates

MIDDLEBURY — Ninety percent of Middlebury water and sewer users will see an increase in rates in the fourth quarter of this year, after Middlebury selectmen approved a new rate structure Monday.

Currently, minimum rate users are charged for 7,500 gallons of water and close to one-third of these users are not using the full 7,5000 gallons.

The present water rate is $2.85 per 1,000 gallons used; with a minimum charge for 7,500 gallons that works out to $21.38 for anything up to 7,500 gallons.

'Art virus' infects Addison County

MIDDLEBURY — Nestled among his cows in Cornwall, a dairy farmer holds up a large-scale image of Switzerland crafted from pink insulation material.

Down the road, a husband-and-wife pair running a Cornwall farm stand posed with the outline of the United States. A Middlebury shopkeeper hides behind the long, boot-like silhouette of Italy, and a Burlington woman hunkers down beside the image of Africa, posted on the wall of her house.

Vergennes chief faces new criminal charges

VERGENNES — The Vermont Attorney General’s office released a statement on Friday that Vergennes Police Chief Mike Lowe is facing five new charges in addition to driving under the influence of a drug that had been prescribed to him. The new charges include embezzlement and two counts of fraudulently obtaining a prescription.
