State OKs conservative Porter budget with 0.7 percent spending increase

MIDDLEBURY — The Green Mountain Care Board (GMCB) has approved Porter Medical Center’s proposed fiscal year 2017 budget of $76,094,920, which represents a 0.7-percent increase compared to last year’s spending plan and places the organization on a more solid financial path following a few years of financial turmoil.

Middlebury official, citizen accept court diversion offer

Middlebury to clarify private water lines

MIDDLEBURY — Middlebury officials are vowing to identify and notify area residents served by private water mains in light of a recent case involving four property owners on Munson Road.

The town selectboard on Sept. 27 agreed to fix a break in what they state is a private water main serving those four Munson Road residences, but selectboard members will bill the affected property owners for the work, estimated at around $5,000.

The Magic Flute opera set for THT stage

MIDDLEBURY — Written in the final year of his life, Mozart’s “The Magic Flute”has proved to be one of the best loved and most performed operas in history. Opera Company of Middlebury closes its 13th season with a staged-concert version at Middlebury’s Town Hall Theater on Oct. 13-15.

Legends of Kintamani cello concerto to premier Oct. 8

MIDDLEBURY — The Middlebury College Performing Arts Series will present the Vermont premiere of Legends of Kintamani, a new cello concerto by Middlebury Professor of Music Su Lian Tan, on Saturday, Oct. 8, at 8 p.m. at the Mahaney Center for the Arts. A free  pre-concert panel with the artists will take place at 7 p.m. in room 125.

Vermont officials unveil 'all-payer' health care proposal

MONTPELIER — Gov. Peter Shumlin and a team of health care officials last week announced they have a draft agreement with the federal government to overhaul Vermont’s health care payment system.

The payment reform being proposed is called an all-payer model, and Vermont would be the first state to set up the system. Under the model, Medicare, Medicaid and commercial insurance companies would pay doctors monthly fees for taking care of patients instead of pay for individual services.

BURLINGTON — A New Haven woman is one of two finalists for the second annual Early Educator Of The Year Award that will be bestowed by the Permanent Fund For Vermont’s Children.

New Haven’s Kathi Apgar of the Y Early Childhood Program at the UVM Medical Center in Winooski is a finalist along with Jackie Reno of The Family Room in Burlington.

Lyndon, Johnson colleges merge

Lyndon and Johnson state colleges will become one institution with two campuses in an effort to avert financial disaster at the small, tuition-dependent schools, the Vermont State Colleges trustees decided last week.

The freshman class of 2018 will be the first to attend the new, not-yet-named institution.

The board, on Sept. 29,  agreed unanimously with Chancellor Jeb Spaulding’s unification plan.

Coffeehouse to sell Monkton flags

ACTR announces new schedule

Middlebury — Addison County Transit Resources (ACTR) will launch an improved Shuttle Bus schedule on Wednesday, Oct. 12. The upgrades were named as top priorities by riders and supported by an efficiency study that looked at unmet community needs and under-performing areas. Highlights from the new schedule include:

•  More midday service on the Tri-Town Shuttle bus between Middlebury, Bristol and Vergennes routes.

•  Modified Middlebury Route 7 south bus in the morning to better accommodate school drop-offs.
