School boards draft ANeSU budgets

BRISTOL — The five elementary schools in the Addison Northeast Supervisory Union this month created draft budgets for the 2015-2016 school year, giving residents the first idea of what they’ll be asked to approve on Town Meeting Day.

The district disclosed draft budgets for Bristol Elementary, Beeman Elementary, Robinson Elementary, Monkton Central  and Lincoln Community schools last week.

Each school estimates a spending increase, and those hikes range from 3.9 to 9.8 percent.

Area towns struggle to comply with new public records law

ADDISON/STARKSBORO — Two Addison County towns have found different answers to a challenge posed by revisions the Legislature made to Vermont’s Open Meeting Law this past session, a challenge shared by a number of towns statewide.

Vermont towns have always been required to make available drafts of meeting minutes within five days. The revised law also requires towns with websites to post those draft minutes online in that same timeframe.

ANeSU proposes record $33 million Mt. Abe renovation bond

BRISTOL — Voters in the Addison Northeast Supervisory Union will decide on Election Day whether to approve a bond to pay for an ambitious renovation of Mount Abraham Union High School.

The MAUHS school board voted Sept. 16 to ask residents for a sum not to exceed $32.6 million to make substantial improvements to school.

ANeSU communities see tax levies increase

ADDISON COUNTY — Most property owners in the five-town area are seeing higher tax bills than last year.

Selectboards in Bristol, Lincoln, Monkton, New Haven and Starksboro set municipal tax rates in the past month or so to pay for town staffing obligations and highway spending.

Town leaders have also received final homestead and non-residential school tax rates from the state, allowing towns to send out 2014-2015 tax bills. Each of the five towns are served by the Addison Northeast Supervisory Union.

Vermont State Police Log: Police Investigate Starksboro town office burglary

ADDISON COUNTY — Vermont State Police troopers working out of the New Haven barracks reported few incidents between May 12 and 19. The most notable may have come on May 12, when troopers received a report from the Starksboro Town Office of a burglary.

Common Ground Center marks two decades

STARKSBORO — Tucked away in the rolling hills and babbling brooks of Starksboro is one of Addison County’s better-kept secrets — but Jim Mendell doesn’t want it to stay that way.

Mendell and his wife, Peg Kamens, are co-founders of the Common Ground Center, a family recreation retreat on a sprawling 700-acre parcel that straddles the towns of Starksboro and Monkton. Since 1994, the nonprofit has hosted children’s camps, family retreats, private parties and school groups.

Starksboro woman cited in Bristol theft

BRISTOL — Police arrested a Starksboro woman on Feb. 23 and cited her for larceny in connection with a theft that occurred a week earlier.

Police allege Chastity A. Pecor, 29, stole a wallet from a vehicle parked at the First Baptist Church in Bristol on Feb. 16. Police said that after taking the wallet, Pecor took $72 in cash from it, and then left the wallet next to the front door of the police station.

Pecor is due to answer the charge in Addison County Superior Court, criminal division, on April 7.

Local man still struggles with Vt. Health Connect

STARKSBORO — Jeff Keeney’s patience for Vermont Health Connect, the state’s incarnation of the Affordable Care Act, has run out.

“I don’t believe anything from Vermont Health Connect,” Keeney said late last week. “They’ve been wrong every step of the way.”

Mount Abraham Union High School counselor Deb Van Schaack hiked the 2,200-mile Appalachian Trail this spring and summer. She began her journey in Georgia on March 8 and completed the trek in Maine on July 31. Van Schaack shared with the Independent some of the photos she took along the way.

Beloved lunch lady hangs up her spatula

STARKSBORO — In 1965, Lyndon Johnson was president, Apollo 11 had yet to land on the moon, a first-class stamp cost a nickel and a gallon of gas 31 cents.

It was also the year Joyce Shepard started working as a cook at Starksboro’s Robinson Elementary School. She retired in this past summer, after 48 years.

“I just liked working with the kids,” Shepard said. “It kept me young.”

Principal Patrick Hartnett likened Shepard’s tenure to that of a baseball Hall of Famer.
