The debate continued — and to some degree intensified — in 2015 over the value and aesthetics of ground-based solar arrays as more were installed or proposed locally from as far north as Ferrisburgh to as far south as Brandon.

Another solar array proposed for Ferrisburgh

FERRISBURGH — The Ferrisburgh selectboard and more than a dozen town residents at a meeting last week heard from a company that is proposing the latest solar power project in the town, a 500-kilowatt array near the intersection of Basin Harbor and Button Bay roads.

Supreme Court sends Basin Harbor array back to PSB

FERRISBURGH — An opponent of Basin Harbor Club’s 150-kilowatt solar array last week won a Vermont Supreme Court decision against the Public Service Board.

However, the decision addressed procedure, not the issues at the heart of the case, such as the array’s impact on the lakefront neighborhood.

Town of New Haven gets hearings on solar projects

NEW HAVEN — The state’s utility regulators will give the town of  New Haven a voice in their consideration of three separate proposed solar power projects. The town, which boasts open fields and a proximity to a main power transmission line, has been the target for many solar array proposals.

Town officials are glad to get a chance to protect their interests.

New Haven seeks to challenge PSB over solar arrays

NEW HAVEN — Officials in New Haven, long frustrated by the proliferation of solar arrays in the rural Addison County town and the town’s lack of control over regulating them, is taking a new approach in court.

Until now, municipalities have not held any official weight in hearings on proposed utility developments; the Public Service Board has sole discretion on such matters.

FERRISBURGH — The Ferrisburgh selectboard at its April 7 meeting passed a resolution, one that has circulated among a number of Vermont communities, asking state legislators to amend laws to give towns more say in the siting of renewable energy projects during Public Service Board proceedings.

Sen. Bray calls for group to propose changes to utility siting process

Chris Bray, chairman of the Senate Natural Resources & Energy Committee, will seek legislative approval for a “working group” that would study the manner in which the Vermont Public Service Board reviews and approves energy projects, and then propose ways to improve that process.

Vermont Gas admits it kept regulators in the dark on pipeline cost increase

MONTPELIER — Vermont Gas Systems officials last year knew the company’s proposed natural gas pipeline through Addison County would cost much more than anticipated, but waited more than five months to tell regulators — even after the Department of Public Service requested that it do so.

This information came to light in recent testimony by Vermont Gas executives in a Public Service Board proceeding to determine whether the company violated board procedure by not providing timely cost updates for Phase I of the Addison Rutland Natural Gas Project.
