Scott advocates changes in education, human services

ST. ALBANS — After 10 years in the Vermont State Senate Republican Phil Scott is seeking the job of lieutenant governor.

“I first ran for the Legislature because I felt Vermonters and the business community was not being well represented,” Scott said in a recent interview. A native Vermonter and resident of , Scott was born in Barre and has been a partner in Dubois Construction in Rutland for 25 years. He serves Washington County in the Senate.

Welch promotes green legislation

MIDDLEBURY — U.S. Rep. Peter Welch, D-Vt., wants to harness the power of Vermont’s growing renewable energy industry to fuel more “green” initiatives at the national level.

Welch was in Addison County last week as part of an “energy tour,” surveying local businesses’ renewable energy initiatives and products. His stops included Nathaniel Electronics in Vergennes, which is working on new solar technology, and the Blue Spruce Farm in Bridport, home to one of the state’s largest and most successful manure-to-energy power systems.

Schools face state budget challenges

MONTPELIER (AP) — School districts across Vermont are being asked to trim a total of $23.2 million from already lean budgets. If they don’t, Education Commissioner Armando Vilaseca might ask the Legislature to require them to.

Vilaseca late last Wednesday announced the state mandated cuts for each individual supervisory union. It came in response to the Challenges for Change state cost-cutting law passed by the Legislature last spring.

Otter Valley losing three longtime teachers

BRANDON — After a collective 78 years at Otter Valley Union High School, three teachers have announced their retirements at the end of this school year.

Bruce Douglas, who has taught science at the school for 32 years, Christine Brown, a math and science teacher at the middle school for 29 years, and Doug Werner, a career services teacher for 17 years, will all be saying their final farewells to the school when it closes its doors for the summer.

Governor lets school bill become law

MONTPELIER — Gov. James Douglas on Thursday allowed a voluntary school consolidation bill to become law without his signature.

Douglas, a Middlebury Republican, declined to sign bill H.66 because he said it did not go far enough in promoting the merger of education resources during an era of rising school budgets and declining enrollment in Vermont.

Lawmakers to let Current Use veto stand

Lawmakers take stock of session

MONTPLIER — Area lawmakers cited advances in health care legislation; funding for the Champlain Bridge along with loans for businesses affected by its closure; and preservation of the Addison County Probate Court system as among several local victories scored during a money-strapped 2010 legislative session.

“I think that overall, this was a very successful session based on the circumstances in which we worked,” said Sen. Harold Giard, D-Bridport.

“When money is in short supply, it dominates the entire session.”

Capital bill has some impact in county

MONTPELIER — There were no specific Addison County earmarks in the $74.8 million capital spending bill passed by the Vermont Legislature last week to rival the nearly $7 million appropriated for the courthouse and state office building in Bennington. But Middlebury and the surrounding towns will get some boost from the new law, which was passed last Wednesday on the final day of the Legislative session.

Lawmakers work toward adjournment

MONTPELIER — The Vermont Legislature was nearing adjournment but was still slogging through some major issues as the Addison Independent went to press on Wednesday.

Chief among the unresolved issues was the fiscal year 2011 budget, according to Sen. Claire Ayer, D-Weybridge. Ayer, the Senate majority whip, said legislative leaders and Gov. James Douglas remained at odds on a final spending plan, largely over the matter of taxes.
