Amendments fly in debate over merger of GMP, CVPS

ADDISON COUNTY — Local lawmakers on Tuesday and Wednesday fielded several amendments related to the proposed combining of the state’s two largest utilities, much of it related to a $21 million payback that some believe is owed to electricity ratepayers as a condition of the merger.

The $21 million in question represents additional money that electricity ratepayers were assessed to help shore up a financially strapped Central Vermont Public Service Corp. (CVPS) back in 2001.

GMO bill passes committee, but won't reach house floor

MONTPELIER — A bill that would require labeling of genetically modified organisms (GMOs) in foods passed out of the Vermont House Agriculture Committee last Friday, with nine representatives voting for and one against.

Rep. Will Stevens, I-Shoreham, said H. 722 will likely pass through the House Judiciary Committee, but it’s not likely to reach the House floor before the end of this legislative session. Stevens said to reach the floor similar legislation would have to start from the very beginning next year.

Senate passes health care exchange bill; Ayer pleased

MONTPELIER — The state Senate on Tuesday passed a health care benefits exchange bill that will allow Vermont to fulfill the requirements of the federal Affordable Care Act, while setting stage for more substantial reforms in the future to help those who are uninsured or underinsured.

Vt. House updates search and rescue policy

MONTPELIER — The Vermont House on Thursday voted unanimously in favor of a bill that would revamp the state’s search-and-rescue policy in wake of the tragic death of 19-year-old Levi Duclos on a Ripton hiking trail this past January.

The legislation would set up some interim rules requiring Vermont Department of Public Safety, with the help of local emergency organizations, to immediately respond “to every search and rescue call for help, which shall include an immediate call to the department’s search and rescue team.”

Law bans popular fertilizers: No more 'P' on Vermont lawns

VERMONT — When Gene Nolette, owner of Leicester-based Gene’s Property Management, went to buy the popular fertilizer mix “10-10-10” for lawn application this month, he was surprised to find that he wasn’t able to.

The fertilizer, aptly labeled for its three main nutrients, is comprised of 10 percent nitrogen, 10 percent phosphorus and 10 percent potassium. But a Legislative act passed in 2011, which took effect Jan. 1, has outlawed the application of phosphorus fertilizers on lawns, with a few exceptions.

Dragonheart races to Hong Kong

VERMONT — The crew at Dragonheart Vermont — a dragon boat team comprised of breast cancer survivors — has paddled together for almost a decade through serious health conditions and grueling global competitions. And this year, they’ve paddled their way to the origin of dragon boat racing, China’s Pearl River Delta. There they’ll compete in the International Dragon Boat Federation’s Club Crew World Championships in Hong Kong.

Maple legislation seeks to expand markets

MONTPELIER — Rising maple syrup production in Vermont is sending more sugarmakers across state lines seeking new buyers for their product.

Now, sugarmakers also are looking to Montpelier as legislators debate a bill that the Vermont Maple Sugarmaker’s Association says would make Vermont syrup more marketable on national and international markets. The bill, which passed the Senate and is now in the House Agriculture Committee, would change syrup labeling laws and establish a food safety certification program for sugarmakers.

Parini sentenced to three years in jail for child porn

RUTLAND (AP) — A former Addison Northeast Supervisory Union elementary school teacher has been sentenced to three years in prison for possessing child pornography.

Twenty-nine-year-old Will Parini of Starksboro, a former music teacher at Bristol Elementary and at Robinson Elementary in Starksboro, pleaded guilty to the charge in October and was sentenced in U.S. District Court in Rutland last Wednesday.

Migrant driver's license bill advances in house

MONTPELIER — Lawmakers on Wednesday seemed poised to move the discussion of rights for migrant workers in Vermont one step forward.

The bill under scrutiny in the Vermont House was Senate Bill 238, which examines the possibility of allowing undocumented workers to obtain driver’s licenses and non-driver identification. If passed, a study committee would examine the ways that a program could work over the summer and report back to the Legislature when it reconvenes in January 2013.

Lawmakers at odds on $21M payback

MIDDLEBURY — Most local lawmakers said they are not keen on intervening in a case involving the proposed return to electricity ratepayers of around $21 million that was used to help stabilize Central Vermont Public Service Corp. in 2001 when it ran into some financial trouble.

CVPS, the state’s largest utility, weathered that financial storm (associated with hydro-power contracts) and is now on the verge of being acquired by, and merged with, Green Mountain Power (GMP) — which is owned by Montreal-based Gaz Metro.
