Politically Thinking: Welch travels across party lines

Last week, while Congress was in recess, Rep. Peter Welch, D-Vt., joined eight House colleagues on a trip to France, Qatar, Saudi Arabia, Turkey and the United Arab Emirates. This trip was not a junket, but a working visit with officials of the host governments and U.S. diplomats and military personnel stationed in those countries.

Politically Thinking: Romney a legitimate contender

Regardless of the outcome of the Iowa caucuses, Mitt Romney is the only Republican presidential candidate with the organizational and financial resources to win the nomination. While any prediction about the outcome of the general election made 10 months in advance needs to be taken with a great deal of caution, I can construct a plausible scenario through which Romney could defeat President Obama.

Politically Thinking: Brock facing an uphill challenge

Randy Brock, the Franklin County state senator and former state auditor, announced two weeks ago that he would be running for governor in 2012 as the Republican candidate. What are the opportunities and challenges facing Brock as he begins his gubernatorial campaign?

Brock has experience as a statewide candidate, having run for auditor in 2004 and 2006. He is very knowledgeable on the issues facing Vermont, and will present his views effectively on the campaign trail. He will be a worthy opponent in debates with Gov. Peter Shumlin.

Politically Thinking: GOP hopefuls will bypass Vermont

Vermont’s 2012 presidential primary will be held on Town Meeting Day, Tuesday, March 6. The Democratic primary will be uneventful, with President Obama running unopposed for renomination. The results of the Republican primary will determine how the state’s delegation to the Republican National Convention, which will be held in Tampa in late August, will be divided among the candidates.

Politically Thinking: Power deal needs careful review

The Vermont Public Service Board has opened its review of the proposed purchase of Central Vermont Public Service by Gaz Metro, the Canadian utility that is the corporate parent of Green Mountain Power, and the subsequent merger of CVPS into GMP. One of the most important issues the PSB must decide in this preliminary phase of the proceeding is whether to grant the petition filed by Sen. Vincent Illuzzi, R-Essex-Orleans, and 45 other Vermont ratepayers to appoint an independent counsel to represent the public interest before the board.

Pat McDonald, the chair of the Vermont Republican Party, could well be the Republican candidate for governor in 2012. While she has not yet declared her candidacy, many Republicans are urging McDonald to enter the race. The other Republicans who have been mentioned as gubernatorial candidates have either not shown interest in a 2012 campaign (Brian Dubie and Randy Brock), or have decided to seek re-election to their current position (Tom Salmon).

Projecting electoral votes in 2012 demonstrates the challenges facing President Obama’s re-election. Even before any votes are cast, Obama’s path to 270 electoral votes is difficult due to changes in the apportionment of House seats and electoral votes following the 2010 census. Because of shifts in population from the Northeast and Midwest to the South and Southwest, the states Obama won in 2008 will have eight fewer electoral votes in 2012 than in 2008.

Politically Thinking: Extra session could focus on Irene

When the Vermont Legislature adjourned last May, lawmakers set Oct. 18 as the date for a possible special session on the consequences of federal budget cuts on the state’s finances. The special congressional committee established in the agreement to raise the federal debt ceiling will not report until November, so the extent of federal budget cuts impacting Vermont will not be known until early next year.

Politically Thinking: Obama remains popular in Vermont

Vermont’s 2012 presidential primary will be held in six months, on Town Meeting Day, March 6. Compared with 2008, next year’s Vermont presidential primary is likely to be a low-key affair. In 2008, the combination of open presidential nominating contests in both parties, and the presence of three candidates who were well-organized and had extensive support in Vermont — John McCain on the Republican side and Barack Obama and Hillary Clinton on the Democratic side — resulted in a primary with high public attention and a record turnout.
